It is chosen based on an audience, an objective and a context. It is this combination that determines the true effectiveness of a display.  <\/p>\n<h2><strong>Traffic: Quantity Does Not Mean Relevance<\/strong><\/h2>\n<p>The first instinct is often to seek out the most frequented locations. This is a good starting point, but insufficient. <\/p>\n<p>A high-traffic route may concentrate fast transit traffic, not conducive to memorization.
